He is it Who sends forth the wind as a forerunner of - Surah Al-A‘raf ayat 57 in Tafsir

﴿وَهُوَ ٱلَّذِي يُرۡسِلُ ٱلرِّيَٰحَ بُشۡرَۢا بَيۡنَ يَدَيۡ رَحۡمَتِهِۦۖ حَتَّىٰٓ إِذَآ أَقَلَّتۡ سَحَابٗا ثِقَالٗا سُقۡنَٰهُ لِبَلَدٖ مَّيِّتٖ فَأَنزَلۡنَا بِهِ ٱلۡمَآءَ فَأَخۡرَجۡنَا بِهِۦ مِن كُلِّ ٱلثَّمَرَٰتِۚ كَذَٰلِكَ نُخۡرِجُ ٱلۡمَوۡتَىٰ لَعَلَّكُمۡ تَذَكَّرُونَ ﴾
[الأعرَاف: 57]

He is it Who sends forth the wind as a forerunner of His mercy heralding a joyful event The watery vapor condenses and floats in the upper air and when it is about to gender a storm We drive it by high winds to a dead or droughty land where it pours its rain and with it We cause the various products to spring up from the soil*. Similarly do We resurrect the dead; an action consequent on Allah's will and it is hoped people will ponder

And it is He Who sends forth winds as glad tidings in advance of His Mercy, and when they have carried a heavy-laden cloud We drive it to a dead land, then We send down rain from it and bring forth therwith fruits of every kind. In this manner do We raise the dead that you may take heed
