﴿ٱللَّهُ ٱلَّذِي يُرۡسِلُ ٱلرِّيَٰحَ فَتُثِيرُ سَحَابٗا فَيَبۡسُطُهُۥ فِي ٱلسَّمَآءِ كَيۡفَ يَشَآءُ وَيَجۡعَلُهُۥ كِسَفٗا فَتَرَى ٱلۡوَدۡقَ يَخۡرُجُ مِنۡ خِلَٰلِهِۦۖ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنۡ عِبَادِهِۦٓ إِذَا هُمۡ يَسۡتَبۡشِرُونَ ﴾
[الرُّوم: 48]

It is Allah Who sends the winds -carrying water vapour extracted* chiefly from the water mass on the surface of the earth- to raise clouds He spreads in the floor of the vault of heaven as He wills. Then He makes a cumulus or rounded masses heaped upon each other like towers or mountains where you see the rain drops issuing from within; And when He makes it light upon whom He wills of His servants they rejoice beyond a common joy

﴿الله الذي يرسل الرياح فتثير سحابا فيبسطه في السماء كيف يشاء ويجعله﴾ [الرُّوم: 48]

Allah is That who directs the winds, so they lift up the clouds, then He spreads it in the sky as He thinks proper, and sets this into sections until you see the rain — it comes out from its midst. Then when He reached alongwith it whom He thinks proper out of His Ibad (human subjects) — instantly they rejoice
