The angels along with the Spirit descend in it by the permission

﴿تَنَزَّلُ ٱلۡمَلَٰٓئِكَةُ وَٱلرُّوحُ فِيهَا بِإِذۡنِ رَبِّهِم مِّن كُلِّ أَمۡرٖ ﴾
[القَدر: 4]

The angels along with the Spirit descend in it by the permission of their Lord with all kinds of decrees

﴿تنـزل الملائكة والروح فيها بإذن ربهم من كل أمر﴾ [القَدر: 4]
