But even then you cannot exercise your will unless it be Allah's - Surah At-Takwir ayat 29 in Tafsir

﴿وَمَا تَشَآءُونَ إِلَّآ أَن يَشَآءَ ٱللَّهُ رَبُّ ٱلۡعَٰلَمِينَ ﴾
[التَّكوير: 29]

But even then you cannot exercise your will unless it be Allah's will; He is the Creator of the worlds

﴿وما تشاءون إلا أن يشاء الله رب العالمين﴾ [التَّكوير: 29]
